I'm going to guess that there is no reliable way to get an answer to this. Depending on the nature of the assignment, it might be acceptable to make up the number, as long as you say that the number is made up:
"It's probably impossible to say precisely how many schools allow students to eat lunch outside, but for the sake of this discussion, let's use the number..." and then stick in a number. I vote for 3,972. :-)
