Let's change everything into feet:
Length = 1/2 mile = 1/2(5280) feet = 2640 feet
Width = 20 feet
Depth = 3 inches = 3/12 feet = 0.25 feet
Now, calculate the volume of the road:
V = (length)(width)(depth)
V = 2640(20)(0.25)
V = 13200 cubic feet
From here, it's not clear where to go. You've given the amount of square feet one ton covers (which would be fine if we were using the road's surface area), but not the amount of cubic feet one ton covers (which we need if we're going to use the road's volume). It's possible the problem is asking you to calculate the surface area and not the volume, but in that case, there's absolutely no use for the 3 inches measurement. Did you leave anything out of the problem?
