If you cut every other link starting with the second link, you would be able to free all links.
In that case you would have to cut 11 links.

Chain Link Given a chain with 23 links what is the fewest number of links that need to be cut so that you can hand a person any number of links from 1 to 23? A cut link is counted as a link (Weld it back together after you remove it.
