football:basketball = 8:6 or, dividing both sides by 2, football:basketball = 4:3.
As far as comparison goes you can say that for ever 3 boys who play basketball there are 4 boys who play football.
Or, and this isn't highly descriptive, you can say that the number of boys who play basketball is three forth that of the boys who play football.
