Equal and opposite forces cancel each other only if they act on a same object.
Action and Reaction although equal but opposite act on mutually different bodies. If A exerts an action on B, then the body B will exert the reaction on A.
Thus, Action is exerted by the body A on B
whereas Reaction is exerted by the body B on A
Clearly, these are exerted on different bodies, and they do not cancel.
