Hi there!
An open circle indicates a composite function (a function in a function); in other words the expression could be written as such: b(v(k(x))).
so k(x) goes inside of v(x): 9(2x)
and lastly, 9(2x) goes inside b(x): |9(2x)|+7
*Notice you work from the inside out. Sort of think of it as "doing what's in the parenthesis first".
