Humanities major tutoring in all humanities/social studies
States count on Federal grants for a certain % of their budgets each year. So in other words, the Federal government doles out a certain % of federal tax revenue to states and sometimes cities and towns annually, and sometimes, that money comes with no strings attached, but if the federal government wants to change something nationwide, and federal officials anticipate that certain states will not oblige, they can add conditions to some of the funds (called grants) sent to states.
