You should be able to find this moment of inertia formula from a table: I = 1/3*m*a2, where a is L in your case. Basically, w doesn't matter for that calculation, since all you care about is how far the mass is from the axis of rotation.
To find M, you can find the area of the plate and multiply by the mass density.
