What is the tangential speed of a passenger on a Ferris wheel that has a radius of 48 m and rotates once in 23 sec?

the total distance the passenger moves during one rotation is 2πR (two times pi times the radius), the time to move this distance is P (the rotational period).  the velocity is then 2πR/P. 

for the numbers you provide,

V = 2πR/P = 2(3.14159)(48)/23 = 13.113 m/sec
