obviously the answer is f(t) is a periodic function or a constant function.

It cannot be a periodic function since you cannot hand-pick certain values of t or c

there exist a "c" such that does mean c can be picked. Per question asked. Then for sin(t), c=2*pi,,,, sin(t)=sin(t+c), for variable t which I agree cannot be hand picked.
