Question concerning V vs. T graph

I have a question concerning velocity vs time graphs. I am unsure when the velocity cuts off before it hits the x-axis and whether we should include the area underneath it.


I had trouble explaining this in words so I tried to diagram it on a google slideshow.

Object stops moving when velocity = 0. Normally the horizontal axis representing time should intersect the vertical axis representing velocity at velocity = 0. That is, the dotted line should coincide with the horizontal axis, and there would be no purple region.
