1 cubic meter = 1000 liters (you can look this value up to find it)
So to convert 8,5 x 108 cubic meters into liters, multiply it by 1000 (or 103)
(8,5 x 108) x 103 = 8,5 x (108 x 103) = 8.5 x 1011 liters (this is again how much water the dam can safely hold)
If there currently 6.3 x 10⁶ liters and you expect to add another 1.3 x 10⁶ liters then:
And 7.6 x 106 is much less then 8.5 x 1011 so you do not need to release any water
