The US reaction to the new coronavirus has been hindered by federalism. Because certain states have a history of underinvesting in social services, particularly in disadvantaged neighborhoods, federalism exacerbates inequality. Second, because of low taxes and distrust of government, many of the states with the greatest needs are ill-equipped to respond to catastrophes, resulting in insufficient infrastructure. These dynamics are not new, but the crisis has brought them to light.
