To get the perpendicular line, we need to have the negative reciprocal for the slope. Since the original slope is negative, we need a positive. the reciprocal of 3/5 is 5/3, so the perpendicular slope is 5/3, giving us:
y = (5/3)x + b.
You have not given any sort of point that the line has to go through, so right now, b (your y-intercept) can be any number you want.
