If the rock is going in a vertical circle, it will not have a constant velocity. The tangential velocity is usually given at the top or the bottom of the circle.

You can answer it as if it's a horizontal circle if you have reread the question. In that case the period is 2pi r / v (r is the length of the rope. The frequency is 1/period. You can look up force diagram for a vertical circle in text or online.
