Hard to follow your question but I think it is:
To find t(-3) look for the rule where x = -3 is included in the interval for that rule. It's the top one. Then plug in x = -3 into that rule so 5(-3) - 3 = -18 therefore t(-3) = -18
To find t(8), look for the rule that goes with x = 8 then plug in x = 8 into that rule.
Repeat for the other numbers
