A constant electrostatic field doesn't generate a magnetic field. And a constant magnetic field doesn't generate an electric field.
And, changed particles which are not moving in your frame of reference don't generate any magnetic field. Those which are , do .
That statement has enormous implications for what you can consider doing with electric and magnetic fields, doesn't it.
