Can constant (not changing) electric field produce constant (not changing) magnetic field

Question

It is known that a changing electric field will produce a changing magnetic field and vice versa.

Is it the same with an electrostatic field? Or with the constant magnetic field?

Also, I've read that a DC current produces a constant magnetic field, but what about electrically charged particles which are not moving?

A constant electrostatic field doesn't generate a magnetic field. And a constant magnetic field doesn't generate an electric field.

And, changed particles which are not moving in your frame of reference don't generate any magnetic field. Those which are , do .

That statement has enormous implications for what you can consider doing with electric and magnetic fields, doesn't it.
