f(x)= x² / (4x² + 1)

For example, f(1) = f(-1) = 1/5

So, the points (1, 1/5) and (-1, 1/5) are both on the graph of y = f(x)

Therefore, f(x) is not 1-1 as the graph fails the Horizontal Line Test.
