Torque is defined and calculated as T = F * r where F is the force and r is the radius to the axis of rotation (the center of the mill-wheel). You have T and r, you just need to calculate F. That's an equation in 3 variables of which you have values for 2. That's ALWAYS soluble, isn't it??
