A camper's ice chest is filled with two 4.00 kilogram bags of ice. In ten hours the ice turns completely to liquid. How many calories of heat must enter the ice chest each minute in order to mel the ice of this rate.

The average rate is just the energy required divided by the time (in minutes)

The energy required is mL_f where L_f is the latent heat of fusion for ice at 0°C (if it was colder, you would have to account for heating the ice to the melting point with an mcΔT term). Note that there is 8 kg of ice.
