Hello Kayla, my advice for these types of vector problems is to look at them geometrically.
The magnitude (double lines around the vector) is the length of the vector which in this case goes right/left "a" units and up/down "b" units. You need to find the hypotenuse of this right triangle, so use (everyone's favorite) the pythagorean thm.
For the angle, you know that tan(theta) is opp/adjacent, so you should know how to fill that in.
