The point-slope equation of a line is: y - y1 = m* (x - x1) where m is the slope, x1 and y1 are the x,y coordinates of a point given. Here x1 = 4 and y1= -2
So y + 2 = (1/2)* (x-4) is the point-slope equation
If you're looking for slope-intercept form, then you would distribute the (1/2) to the (x-4) which would give you:
y+2 = (1/2)x - 2
Subtract 2 to both sides: y = (1/2)*x -4 is the slope-intercept equation
