I think the answer depends partially on what skills your manager needs. If you need a manager with technical skills, then you do not have much choice, but to deal with the arrogant manager. If you have talent at lower levels and all that is required is someone to help them get what they need, then the friendly manager who won't drive your talent out would be preferable. I think that structuring roles to avoid conflicts may help in this situation. I also think the degree to which someone is 'disloyal' is also important. If someone doesn't anticipate and follow directions with 100 percent accuracy, that is one thing. If someone is a "snake" and backstabs others, then that will create a very toxic work environment.
