In most cases, an adult would ask another adult "Où habitez-vous?" Which can also be said "Où est-ce que vous habitez?" That would be using the 'formal' form of you. However, students usually use "to" with each other. So in that case it would be "Où habites-tu?" or "Où est-ce que tu habites?" or even, "Tu habites où?" (more casual).
