Hi Steven,
To find the average rate of change, you will do the following:
average rate of change = ( f(x2) - f(x1) ) / (x2 -x1)
So for part (a):
average rate of change = ( ((2)(3^2) + 2 ) - ( (2)(1^2) + 2) ) / ( 3 - 1)
= (20 - 4)/(2)
= (16/2)
= 8
You can follow the same format for parts (b) and (c)
