the problem is the 1st and last points (3, 6) and (3, 17)
there are 2 y values for the same x value
you can draw a vertical line through the two points. That's the vertical line test for a function. IF a vertical line cuts the graph in more than one point, it's not a function
x=3 is a vertical line that intersects both points (3,6) and (3,17)
