The best way to explain why Texas voter turn out is so low is to tell you why voter turn out is so high in other places, particularly Western European democracies. Research suggests that voter turn out can be increased in a number of ways:
- Allow voting by mail.
- Make Election Days national holidays and mandate that everyone be given off work.
- Extend election time.
- Provide pamphlets that explain voter choices, for example, like they do in Washington state. All candidates are given an opportunity to express themselves, and political interest groups are allowed to express preferences for candidates and other ballot measures.
- Provide multiple drop off locations for ballots in case voters don't get them in the mail in enough time.
- Allow voter registration online and by phone.
- Don't require identification for voting. Voter fraud is very rare.
- Make all voting by mail. Send ballots to every known address.
