Perhaps there is something missing from the problem, but if there are n people living in poverty, we can divide n by 100,000 to convert it to the number of 100,000 people.
(n/100,000)
As an example, if there are 400,000 people in poverty, the answer would be (400,000/100,000) or 4 hundred thousand.
The conversion factor, (1 hundred thousand/100,000) conveniently changes the units from individual objects to 100,000 objects.
(400,000 people)*(1 hundred thousand/100,000) = 4 hundred thousand people.
