y = -2x + 5 has a slope of -2.
Perpendicular lines have slopes that are negative reciprocals of each other. So, the slope of the new line would be 1/2
Now, you have a point and a slope; so, use the Point-Slope form for the equation of a line.
y - y1 = m(x - x1)
y +3 = (1/2)(x + 2)
y +3 = (1/2)x + 1
y = (1/2)x + 1-3
y=(1/2)x -2
