Step 1 would have to be to make sure that they have taken a practice/mock exam. This way, the student can realize what he/she has to do in order to prepare for the exam. Their strengths and weaknesses become quite obvious. They will realize what the questions are about and how they work. Sometimes, they may realize whether or not they need to take IELTS or a different exam like TOEFL depending on the situation. Other times, they will experience immediate insight and instead choose to build their English skills and abilities to a certain level before preparing for IELTS with a tutor.
