If the rope is considered to be massless, then the ball moves from one height to a lower height as if it were dropped that distance.
From the energy equation, you know that when a ball is dropped, the velocity (v) is
v = sqrt(2gh) where g = the gravitational constant (9.8 m/s) and h is the height (m) dropped.
In our case v = sqrt(2*9.8*1.3) = sqrt(25.48) = 5.05 m/sec
