It was Pierre Charles L'Enfant a Frenchman who came to help fight the Independence War, and served as a military engineer in the Continental Army with Major General Lafayette. It was George Washington, who appointed him in 1791 to plan the new "Federal City" later named the "City of Washington". Through his design, L'Enfant sought to express the grandeur of his native Paris. L'Enfant rests at the highest point of the Arlington National Cemetery, his grave has one of the most dramatic views of Washington D.C. the city he designed and so loved!
