To play fast and controlled, never start by speeding. By playing slowly first, preferably with a metronome to keep the tempo in track, you'll allow your muscles to understand what your hands are doing little by little. Speeding through will only result in sloppy technique. Also, playing slow at first gives the musician a chance to catch any mistakes they're making (wrong notes or incorrect rhythm). Once the muscle memory is set to that slow pace, feel free to start playing at a more accelerated tempo and building on top of that.
