h represents the height of the building
x represents the distance from the building to the first observation point
x / h = cot 28º
x = h cot 28º
(54.4 + x) / h = cot 21.3º
54.4 + x = h cot 21.3º
x = h cot 21.3º - 54.4
h cot 28º = h cot 21.3º - 54.4

If my memory servers me correctly in your previous posting of this problem you asked for the distance between the building the the first observation point. And that is the question that I answered.11/06/20
