Is the outside of your skin usually at a higher temperature or lower temperature than 37 degrees C?

Even though your internal body temperature stays around 37 degrees C, the temperature of your skin does change. Is the outside of your skin usually at a higher temperature or lower temperature than 37 degrees C? Is the opposite ever true? Explain why.
