I'd be inclined to say a, data model. My reasoning is that a database management system is concerned with how the data is structured, whether or not anyone can access it! It's concerned with how rows of data are identified, how tables relate to each other, and what kind of data access you need (optimized for read speed? write speed? data stability?). The number of users supported, or the number of sites the database is spread over are inconsequential details that can easily be modified later.
