This question is a bit vague, because it doesn't specify if Appleton is a new town or is changing their government format. Clearly, local governments get their power from the state governments, which implies that A is correct. There is no federal role.
But if Appleton had a charter from the state that allowed the new format or the new format fit the state's general law, then Appleton would not need to seek new approval just to change from an earlier legal model.
