Suppose they are two flights one from Tokyo to Turkey and another from Turkey to Tokyo they both start flying at one time (turkey time zone ) .Is the duration for both flights the same (will they arrive at a same time ) ? if not which one will arrive sooner(in Turkey time zone ) and why ?

No they will not. Flights going east have the benefit of the jet stream and will covert he same distance in less time assuming all other conditions are held equal (flight path, weather etc..)
