A passion for explaining physics!
In real life, many factors would affect the flight time: difference in equipment, an air current like the Jet Stream that would favor one direction over the opposite. Let's say we can ignore those potential differences, and that the flying time is 11 hours. If the first flight leaves Tokyo at 12:00 Tokyo time, the second flight leaves Turkey at the same instant but there the local time is 06:00. Each will land at the same instant. However, it will be 17:00 in Turkey and 23:00 in Tokyo.
If all the times are recorded in Turkey, they will both take off at 06:00 and both land at 17:00
