Many average citiziens do not even begin to pay attention to political campaigns until after Labor Day, whereas activists are engaged mostly year-round. "Average voter" is something of a misnomer in political science circles, since there really is no such creature, but there is such a thing as "registered voters" and "likely voters." As you might expect, "likely voters" tend to be polarized a bit more than the more-general "registered voters."
