Phillip gave you a very good historical basis for suffrage. One point I would further clarify from Kevin's presentation has to do with voter ID laws. An ID law could be used to suppress voting. Conversely, the lack of one could give rise to non-citizens or other ineligible persons being able to vote. This in turn is a type of voter suppression because it dilutes the power of eligible voters and their voice. Just something to think about.
