A comparison that doesn't use "like" or "as" is a metaphor.
This quotation is a metaphor, not a simile.
This is a really fun story if you take your time and read very carefully. If you read again and try to answer these questions, you will have a good idea how the metaphor works:
- What is the king like? Is he barbaric or refined?
- What are the members of his court like? Are they royal or common?
- What is behind each portal? Is it something good or bad?
- What is the justice system like in his kingdom? Is it fair or unfair?
- How are the king, his justice system, his court, and the two doors similar?
