Use Snell's Law n1sin(theta1) = n2sin(theta2)
The index of refraction, n, for air is 1 and for water is 1.33 The incident theta is 30°.
You can make 1 = air, and 2 = water and make theta = 30° for one of them and solve for the other angle.

You can't get a negative theta from positive values.
I*sin(30) = 1.3sin(theta)
Theta is 22.6. Check to see if calculator is in radian mode.
