y=7 is a horizontal line.
So any line that is perpendicular to a horizontal line will be vertical. In other words, x = some constant.
It has to pass through point (4,8). What should the constant be in x = constant.

If the line passes through (4,8), x=4. Remember (4,8) means x=4, y=8 So x=4 is the line that passes through (4,8) and that is perpendicular to y=7. Try graphing the lines05/12/20
