Any x= formula is a vertical line crossing the x-axis at the number given by the formula.
In your case, x = -1 crosses x at -1.
Just using your knowledge of geometry, what is the orientation of a line perpendicular to a vertical? Of course, it's a horizontal line. You also know that all horizontal lines have formulas of y = (some constant). Since the given point (2,4) has a y value of 4, that's your formula. y=4 is perpendicular to x = -1 and runs through the point (2,4)
