If the vertex of a vertical parabola is at (h,k) and the focal distance is of length p, the parabola can be given as 4p(y-k)=(x-h)^2.
Our focal distance is 7-3 = 4 = p.
Therefore, our parabola can be first written as follows: 4*4(y-7) = (x-10)^2
or y = [(x-10)^2]/16 + 7
