This problem is an application of Faraday's Law of Induction. Faraday's Law states that the induced electric voltage is due to the CHANGE in the magnetic flux in the loop. In this case the loop is at rest and the magnetic field is changing. Since flux = B field strength x Area of the loop, the flux changes at a rate of area x (delta B / delta t). Don't forget to convert units to mks.
