For the first part of the question, in the American model of judicial review, lower courts/ all courts are able to assess constitutionality/ decide if a statute or law violates the constitution or if a state law violates a federal law. In the European model, there is a specialized court to evaluate whether something violates the constitution.
So one way that this could affect the quality and effectiveness of the courts is that multiple district courts in the U.S. could issue decisions that contradict each other. For instance one court could decide in one situation that a law or statute was unconstitutional and then another court could decide the same statute is constitutional. Both decisions would stand until a higher court addressed the issue.
Ccomparatively, the European model would prevent such confusion over constitutional questions through centralizing the power of review in one court.
One benefit to the American model is that questions of constitutionality can be addressed by a court before a case makes it all the way to the supreme court.
