That would be an "oligarchy," from the Greek "oligoi" (few) and "arkhein" (to rule), literally translating as "oligarkhia" (rule by a few). Keep in mind, the number doesn't necessarily have to be 7, only a "few." Additionally, the form the government takes says nothing of the philosophical basis behind it. In other words, an oligarchic government could consist of a few people democratically elected to represent the masses, or it could refer to a totalitarian dictatorship.
