(x-h)^2 + (y-k)^2 = r^2 is the general equation for a circle in the x-y plane centered at (h,k) with radius r.
r = sqrt((9-2)^2 + (2-(-3))^2) = 8.
So our circle is (x-2)^2 + (y+3)^2 = 8^2.
